Abstract

The paper uses institutional theory to develop a model of diffusion of Knowledge-based networks (KBN) among small and medium enterprises (SMEs), IT vendors, their channel partners, consultants and government agencies. A bi-level process model is provided that is based on the institutional theory model of change. The top-level model is that of evolution at the population level, which is driven by a three-phase teleological process at the lower firm level. The process model identifies stages and events such as invention, emergence, and adoption of networking as a competitive solution among SMEs. The paper provides answers to questions such as the following: What factors increase the likelihood of SMEs adopting KBN as a solution? Are these factors resident within individuals, firms, or populations of similar firms? Which industries are more likely to adopt KBN services, and which SME firms within the industry are likely to be the first movers?
